On-Call HVAC Services: Heating, Ventilation and Air Conditioning

Background
The City of Berkeley is seeking proposals from qualified firms or individuals for on-call HVAC services, which include heating, ventilation, and air conditioning services. The City does not have the personnel or equipment necessary to handle specialized repairs or replacements of HVAC systems. The goal of this contract is to ensure the operational efficiency of various HVAC systems across City facilities.

Work Details
The contractor will provide the following services:

- Respond to City calls within one hour during business hours (8:00 am - 4:00 pm, Monday through Friday) and within two hours during off-hours and weekends.
- Troubleshoot and diagnose HVAC issues.
- Assist in locating repair parts.
- Aid in repairs to minimize downtime.
- Possess necessary tools and diagnostic equipment.
- Provide trained personnel for normal and emergency repairs.
- Work on split, package, boiler, and chiller systems.
- Offer a written warranty covering parts and labor for a minimum of 90 days.
- Ensure all work conforms to manufacturer specifications.
- Submit estimated repair times upon request.
- Obtain authorization for all repairs from the Public Works Facilities Maintenance Superintendent.

Period of Performance
The contract is expected to commence on July 1, 2025, and conclude on June 30, 2028, with an option for two additional one-year renewals.

Place of Performance
Services will be performed at various City facilities located within Berkeley, California.

Bidder Requirements
Bidders must comply with several requirements including:

- Maintaining general liability insurance of at least $2 million.
- Automobile liability insurance of at least $1 million.
- Professional liability insurance of at least $2 million.
- Workers' compensation insurance as per state law.

Additionally, vendors must apply for a City business license if selected. Compliance with the Living Wage Ordinance and Equal Benefits Ordinance is required. Vendors must also submit various forms including Non-Discrimination Disclosure Form, Nuclear Free Disclosure Form, Oppressive States Disclosure Form, Sanctuary City Compliance Statement, and others as part of their proposal.
