Description

Contractor shall furnish all labor, equipment, tools, parts, materials, supplies, qualified personnel, travel, and incidentals necessary to provide on-call hazardous materials sampling, testing, monitoring, analyzing, and reporting to Caltrans. Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #06A3228 for on-call hazardous material survey testing and reports in Fresno, Kern, Kings, Madera, and Tulare Counties. The goal of this contract is to ensure the safety and compliance of Caltrans-owned properties by conducting thorough hazardous materials sampling, testing, monitoring, analyzing, and reporting.

Work Details
The contractor shall provide all labor, equipment, tools, parts, materials, supplies, qualified personnel, travel, and incidentals necessary to perform the following services:

1) On-call hazardous materials sampling;
2) Testing for asbestos and lead-based paint;
3) Monitoring and analyzing samples;
4) Reporting findings to Caltrans.

Specific tasks include:
- Asbestos survey report and testing for residential structures up to 3,500 sq. ft. with up to 150 Polarized Light Microscopy (PLM) samples.
- Additional charges for surveys exceeding specified square footage.
- Lead survey report and testing for commercial or multi-family structures up to 10,000 sq. ft. with up to 1,200 X-Ray Fluorescence (XRF) samples.
- Detailed reporting requirements including identification of hazardous materials and their locations.

Period of Performance
The contract is expected to commence on December 1, 2025 (estimate), or upon approval by the Department of General Services (DGS), whichever is later. The contract will expire on November 30, 2028 (estimate).

Place of Performance
Services will be performed at various locations in Fresno, Kern, Kings, Madera, and Tulare Counties.

Bidder Requirements
Bidders must possess a valid registration with the Department of Industrial Relations (DIR) at the time of bid submission. Bidders must also be certified as an Asbestos Consultant or Lead-Related Construction Inspector/Assessor. Additionally:
- Bidders are encouraged to meet the State’s Small Business participation goal of 25%.
- Insurance requirements must be met as outlined in the Proposed Form of Agreement.
- Bidders must comply with prevailing wage laws if the total bid amount exceeds $15,000.
