On-Call Drainage Structure Cleaning Services and Lab Analysis in San Bernardino and Riverside Counties

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #08A3838 for On-Call Drainage Structure Cleaning Services and Lab Analysis in San Bernardino and Riverside Counties. The goal of this contract is to ensure the proper cleaning and maintenance of drainage structures, which is essential for the agency's mission to provide a safe and efficient transportation system.

Work Details
The contractor shall furnish all labor, tools, materials, equipment, travel, and incidentals necessary to remove, test, transport, store, treat and/or legally dispose of waste materials generated during drain facilities cleaning operations. Specific tasks include:

1. Inspection and Sampling of Pump House (12 each)
2. Cleaning Pump House Chambers and Pits (6 each)
3. Wash Rack Multi-Stage Clarifiers Pump Out (51 each)
4. Wash Rack Oil-water Separator cleaning (33 each)
5. Cleaning Austin Sand Filter Pits (3 each)
6. Disposal of Resource Conservation and Recovery Act (RCRA) Solid Materials (15 tons)
7. Disposal of Non-RCRA Solid Materials (20 tons)
8. Disposal of Non-Hazardous Waste Materials (300 tons)
9. Disposal of Non-Hazardous Liquid Waste (330,000 gallons).

Period of Performance
The contract is expected to commence on September 1, 2025, or upon approval by the Department of General Services (DGS), whichever is later, and will expire on August 31, 2028.

Place of Performance
Services will be performed in various locations within San Bernardino and Riverside Counties including but not limited to: San Bernardino MS, Ontario MS, Victorville MS, Banning MS, Riverside MS among others.

Bidder Requirements
Bidders must possess a Class A General Engineering Contractor’s license and a Hazardous Substance Removal Certification issued by the California Contractors State Licensing Board. Additionally, bidders must have a valid Motor Carrier Permit from the California DMV; ELAP Certification; Hazardous Waste Transporter Registration; Hazardous Materials Transportation license; Transportable Treatment Unit registration; HAZWOPER training certification; and must be registered with the Department of Industrial Relations.
