Background
The City of Benicia's Community Development Department is seeking professional proposals for on-call development engineering services. The aim is to provide detailed engineering reviews for private development projects, including grading and erosion control plans, storm drainage, and sewer systems. This initiative is intended to enhance customer service and reduce response times by supplementing in-house staff with external consulting services. The City has previously utilized consultants to manage workload fluctuations and maintain service levels in line with economic development goals.
Work Details
The scope of services includes, but is not limited to:
- Grading and Drainage Plans
- Subdivision and Site Improvement Plans
- Erosion Control Plans
- Traffic Analysis
- Feasibility Studies for Water, Sewer, and Drainage
- Hydrology and Hydraulic Reports
- Soils and Geological Reports
- Storm Water Control Plans
- Storm Drainage Systems
- Tentative and Final Subdivision or Parcel Maps
- Lot Line Adjustments
- Easement and Right of Way Documents
- Construction Cost Estimates
- Shoreline Development Review.
Respondents must have qualified personnel available daily or as agreed upon by the City, including a Professional Civil Engineer licensed in California. The contract period is two years with the possibility of two one-year extensions.
Period of Performance
The contract will commence on July 1, 2025, following the execution of the agreement. It will last for two years with options for two additional one-year extensions.
Place of Performance
The services will be performed at various locations within the City of Benicia, California.
Bidder Requirements
Respondents must demonstrate a minimum of five years of professional experience in public sector engineering services. They must also provide evidence of relevant certifications and licenses as required by California law. Insurance requirements include:
- Commercial General Liability Insurance with limits of $2 million per occurrence,
- Auto Liability Insurance with limits of $1 million per accident,
- Workers’ Compensation Insurance as mandated by California law,
- Professional Liability Insurance with a minimum limit of $1 million per occurrence.
