Omnitrans CAD/AVL System

Background
Omnitrans, established as a Joint Powers Authority in 1976, serves as a unifying agency for transit services in the San Bernardino Valley. The agency operates across approximately 450 square miles, providing various transportation services including bus rapid transit (BRT), fixed routes, and demand response services.

With a mission to improve public transportation efficiency and service quality, Omnitrans is seeking proposals for a Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) system to enhance operational capabilities and public information delivery.

Work Details
The selected contractor will design, furnish, install, test, and operationalize the OmniCAD system. Key functionalities include:
1. Computer Aided Dispatch
2. Onboard Processor and Mobile Data Terminal (MDT)
3. Automatic Vehicle Location
4. Automatic Voice Annunciation
5. Cellular Data Communication Interface
6. On-Premise or Hosted Computer System Option
7. Wireless Local Area Network Interface
8. Electronic Signs at Stops Interface
9. Traveler Information Subsystem (webpage, app, IVR, SMS response)
10. API for third-party traveler information systems
11. Mobile Dispatching app.

The project duration from Notice to Proceed to System Acceptance is expected to be between 12 to 24 months.

Period of Performance
The contract will be awarded for a maximum period of five years from the anticipated start date in February 2026.

Place of Performance
The work will primarily take place at Omnitrans facilities located in San Bernardino County, California.

Bidder Requirements
Proposers must register as vendors on Omnitrans’ website and comply with the Disadvantaged Business Enterprise (DBE) requirements as per Title 49 CFR Part 26. Proposals must include all required documentation including proof of licenses and insurance coverage.
