Background
The Orange County Transportation Authority (OCTA) is seeking a Consultant to provide technical support for Olympics planning. The goal of this contract is to perform travel modeling, microsimulation, traffic analysis, and similar technical/visual analysis for venues in or adjacent to Orange County, specifically the Honda Center in Anaheim and Trestles Beach near the Orange County/San Diego County border.
Work Details
The Consultant will provide personnel capable of performing tasks related to transportation planning, travel demand modeling, microsimulation, traffic operations analysis, multimodal performance evaluation, event analysis, big data integration and analysis, and technical visualization. Specific tasks include:
1. Data Collection, Integration, and Validation: Collecting and validating data related to competition timing, session schedules, attendance estimates, accommodation and travel patterns.
2. Study Area Development: Defining study areas for the Honda Center and Trestles Beach including event perimeters and key transit connections.
3. Model Support: Coordinating data exchange with Metro’s Olympic Demand Model and setting up microsimulation networks.
4. Model Development: Developing models to evaluate venue-level operations for the Olympic Games.
5. Scenario Analysis: Developing and testing event-day scenarios for congestion points and access constraints.
6. Technical Evaluation: Evaluating operational performance metrics such as level of service and queueing.
7. Presentations and Reports: Preparing presentation materials and reports documenting findings.
Period of Performance
The contract is anticipated to last approximately three years.
Place of Performance
The work will be performed in Orange County, California.
Bidder Requirements
Consultants must demonstrate strong experience in travel demand modeling, microsimulation, traffic operations analysis, multimodal transportation planning, and technical visualization. Proposed personnel should have proficiency in TransCAD and experience with regional models. Firms are encouraged to subcontract with small businesses.
