OCA | TC70888 Fuel and Fuel Products

Background
The City and County of San Francisco Office of Contract Administration (OCA) is issuing this Invitation for Bids (IFB) to procure Fuel and Related Products on behalf of approximately 65 city departments.
The goal of this contract is to ensure a reliable supply of fuel and related products for various city operations, with an emphasis on engaging diverse suppliers from disadvantaged communities.

Work Details
The contract will cover the provision of fuel and related products, including gasoline and diesel fuel aggregates.
Bidders may submit pricing as either a Primary Provider or Secondary Provider.
The City intends to award up to two contracts for each fuel aggregate: one for the lowest responsive primary bid and potentially another for the second lowest responsive bid.
Additionally, a single contract will be awarded for Diesel Exhaust Fluid (DEF) based on the lowest responsive bid.
The successful bidders must comply with all local business enterprise requirements, including providing evidence of experience in the sale of goods/services requested, possessing necessary permits and licenses, and submitting Material Safety Data Sheets (MSDS) for hazardous substances.

Period of Performance
The initial term of the contract is seven years, with an option to extend for up to three additional years, totaling a potential ten-year period.

Place of Performance
The services will be performed within the geographic limits of San Francisco, California.

Bidder Requirements
Bidders must meet minimum qualifications including:
- Completed Attachment 2 (City's Questionnaire and References) by the bid due date;
- Completed Attachment 4 (Bid Sheet Template) by the bid due date;
- Evidence of at least five years' experience in relevant sales;
- Possession of all necessary permits and licenses;
- Submission of MSDS within ten days if applicable;
- Provision of an Emergency Response Plan if deemed the lowest apparent bidder.
