Background
The County of Orange, through OC Public Works, is soliciting proposals for General Services related to OC Development Services.
The goal is to engage qualified firms capable of providing a range of planning, building, and engineering services to support the County's development projects.
This contract aims to ensure efficient processing and review of permit applications and associated development plans, particularly in light of the demands posed by ongoing and future projects such as the Ranch Plan.
Work Details
The Contractor will provide a variety of services including:
1. Planning, Building, and Engineering Plan Review Services (PBES) for discretionary and ministerial permit applications.
2. Expedited processing services for planning applications, tract maps, subdivision improvements, grading and building plans.
3. Compliance checks against County adopted Standard Plans and applicable regulations.
4. Attendance at project-related meetings with County staff.
5. Review services for various specialty areas including grading plan check services, landscape improvement plan check services, drainage and storm drain reviews, roadway design reviews, NPDES compliance reviews, and more.
6. Preparation of CEQA and NEPA environmental documentation including Initial Studies, Negative Declarations, Environmental Impact Reports (EIRs), etc.
7. Inspection support services for both public and private construction projects.
8. Administrative support services related to all aspects of the above work.
Period of Performance
The initial term of the contract will commence on July 26, 2026, lasting for three years with an option for one additional two-year renewal period.
Place of Performance
Services will be performed within Orange County, California.
Bidder Requirements
Respondents must have a full-time service office in Southern California (preferably Orange County), provide recent planning services in Southern California within the past five years, have qualified personnel with relevant experience (minimum five years), and comply with all applicable laws including local business regulations.
