OC ACCESS Paratransit Contract Assessment

Background
The Orange County Transportation Authority (OCTA) is responsible for the planning, management, administration, and operation of transportation and public transit services throughout Orange County. The agency provides complementary paratransit service known as OC ACCESS, mandated by the Americans with Disabilities Act (ADA) to ensure equal opportunity for individuals with disabilities in transportation. OCTA aims to evaluate the effectiveness of its OC ACCESS service through a comprehensive assessment of its performance metrics and financial incentives.

Work Details
The consultant will conduct a thorough evaluation of the OC ACCESS performance metrics, ensuring they align with Federal Transit Administration (FTA) regulations and industry best practices. The work includes:

1. Evaluating current performance metrics for alignment with OCTA’s objectives and compliance with ADA guidelines.
2. Benchmarking against at least five peer transit agencies that operate similar paratransit services.
3. Assessing the appropriateness of existing penalty and incentive structures related to performance metrics.
4. Delivering actionable recommendations to refine OCTA’s performance management framework, including a detailed report on findings and a presentation to OCTA staff.

Period of Performance
The contract will be performed over a three-month term, starting from the project kick-off meeting.

Place of Performance
The services will be performed in Orange County, California.

Bidder Requirements
Consultants must demonstrate expertise in ADA paratransit performance management and transit service contracting. They are required to provide proof of insurance coverage as specified in the agreement, including general liability, automobile liability, workers’ compensation, and professional liability if applicable.
