Notice to Prospective Bidders IFB Title Insurance Services HCD CR-23-198486

Background
The State of California, through the Department of General Services (DGS), is seeking title and insurance services for up to 105 existing loans affecting approximately 67 individual properties within Tulare County. These properties are part of the City Loan Portfolio, acquired through affordable housing programs funded by the California Department of Housing and Community Development (HCD).

The goal is to facilitate the assignment and transfer of these loans as mandated by a settlement agreement between the City of Lindsay and HCD.

Work Details
The contractor will provide title and insurance services including:
1. Prepare and issue Preliminary Title Reports for each property in .pdf format with document hyperlinks.
2. Provide mortgage note assignments for all loans, ensuring signatures and acknowledgments are obtained and recorded in Official Records, County of Tulare.
3. Provide deed of trust assignments for all loans, ensuring proper documentation and recording.
4. Conduct covenant assignments as required.
5. Perform a minimum of three mobile notary visits to the City of Lindsay.
6. Submit all documents within five business days post-recordation as complete .pdf copies.
7. Provide hard copies of loan title policies to HCD upon issuance.
8. Deliver new lender policies of title insurance as specified in the contract.

Period of Performance
The contract will be performed over a period of one year, with an option for DGS to extend for an additional year at contracted rates.

Place of Performance
The services will be performed primarily within Tulare County, California, specifically in the City of Lindsay.

Bidder Requirements
Bidders must have a current Certificate of Authority license issued by the State of California to issue lender’s title insurance policies. They must also provide proof of insurance covering General Liability, Commercial Automobile Insurance, and Worker’s Compensation.

Bidders are required to document participation in Disabled Veterans Business Enterprise (DVBE) programs, although there is no minimum participation requirement for this contract.
