Background
The California Department of Transportation (Caltrans) District 4 is seeking to purchase Pre-Transfer Mitigation Credits for Wetlands, Other Waters of the U.S. and State, California red-legged frog (CRLF), and Myrtle silverspot butterfly (MSB) within the Gualala Salmon HUC-8 Sub-Basin. Period of Performance
The contract period will extend until November 1, 2029, by which time all required Pre-Transfer Mitigation Credits must be secured.

The work will be performed within the Gualala Salmon HUC-8 Sub-Basin in California.
Bidder Requirements
Proposers must be registered businesses authorized to work in California and meet minimum insurance requirements. The proposal encourages participation from certified Small Businesses (SB) and Micro Businesses (MB), with a goal of 25% participation from these groups.
While Disabled Veteran Business Enterprise (DVBE) participation is not mandatory, it is encouraged.
