Network Infrastructure Assessment

Background
The County of Sacramento is seeking to conduct a comprehensive Network Infrastructure Assessment to evaluate the security and efficiency of its network. This assessment aims to meet the current and future needs of various County departments and constituents.

Sacramento County, established in 1850, serves a population of approximately 2.1 million residents with a workforce of around 12,000 employees and an annual budget nearing $5.8 billion. The contract awarded through this RFP will provide specialized services as outlined in the proposal and may require approval from the County Board of Supervisors before work commences. The County intends to issue a one-year contract with the potential for four additional one-year extensions.

Work Details
The scope of work includes a thorough review of the network's design, architecture, and operational practices to ensure optimal performance, security, and scalability. Key focus areas include:
- Evaluating current topology for efficiency.
- Verifying segmentation to protect critical systems.
- Assessing redundancy and failover mechanisms for high availability.
- Conducting hardware health checks.
- Ensuring firmware updates.
- Managing lifecycle for future upgrades.
- Validating compliance with regulatory standards.
- Documenting network diagrams and configurations.
- Recommending technology enhancements.
- Evaluating staffing levels and organizational readiness for ongoing operations.

Specific tasks include:
- Topology Review: Assessing network topology for optimization.
- Segmentation Evaluation: Ensuring isolation of critical systems.
- Redundancy Review: Checking adequacy of failover mechanisms.
- Equipment Health Checks: Evaluating performance of switches, routers, etc.
- Compliance Checks: Ensuring adherence to regulatory standards.
- Documentation Maintenance: Keeping network diagrams up-to-date.

Period of Performance
The contract will be executed over a one-year period with options to extend for up to four additional years.

The primary location for performance will be at 799 G Street, Sacramento, CA 95814.

Bidder Requirements
Bidders must comply with various requirements including insurance provisions as specified in Appendix G, which mandates coverage such as General Liability, Automobile Liability, Workers’ Compensation, Professional Liability, Cyber Liability, and Technology Professional Liability. Additionally, bidders must demonstrate financial responsibility regarding child support obligations as part of their certification process.
