National Change Of Address Services (NCOA) For Ca Dmv

Background
The State of California, Department of Motor Vehicles (DMV) is seeking to procure National Change of Address (NCOA) services to enhance its vehicle registration processes.
The goal of this contract is to ensure accurate and updated vehicle registration records by utilizing address changes from the United States Postal Service (USPS) NCOA database.
This initiative aligns with the DMV's mission to provide efficient and effective services to California residents.

Work Details
The contractor will provide the following services:
1. File-based National Change of Address (NCOA) services, including tasks required to update Vehicle Registration (VR) Renewal Notice Print Records with address changes from the USPS NCOA database, address standardization, zip + 4 codes, and delivery point barcodes via electronic delivery through DMV's SFTP/VPN.
2. Data Personator API software for real-time address standardization and validation for up to 1,000,000 records per year.
3. Data Smartmover bulk-based API software with NCOA services for up to 500,000 records per year.

Period of Performance
The term of this agreement will be one (1) year with an option for the DMV to add funds for continuation of services as defined in the Statement of Work.

Place of Performance
Services will be performed electronically via DMV's SFTP/VPN.
