Description

Using Agile development processes, the contractor shall partner with a City Digital Services team, which includes a product manager, web app engineer, and web app ui/ux designer to support the continued design, build, and maintenance of our cloud-hosted web product which enables users to search and apply for all MOHCD affordable housing programs online and addresses all the desired attributes described in the Introduction and Background sections of this RFP. The vendor, in partnership with the City Digital Services team will support continued development of web applications, with appropriate serving infrastructure, that makes use of a Salesforce database accessible via APIs. Only direct responses to the forms and questions included with this Solicitation will be taken into account during evaluation. Please avoid including extraneous materials. Price Proposals shall be submitted via Attachment 5 - Price Proposal Template. On the online bid form, enter $0.01 for the line item pricing. City's Contract Terms are not subject to negotiation. Proposers may, however, identify those contract terms to which they object by the Proposed Changes to Attachment 1 City's Contract Terms Due Date (email a redlined copy of Attachment 1 City's Contract Terms to the Contract Administrator including the proposed changes and objection reasons). City shall evaluate all objections and determine what, if any changes, will be incorporated into City's Contract Terms prior to the Proposal Due Date. Any such changes will be made known to all Proposers through an Addendum to this Solicitation. Background
The Mayor’s Office of Housing and Community Development (MOHCD) of the City & County of San Francisco is seeking qualified suppliers to provide proposals for support of the DAHLIA SF Housing Portal web design, development, and maintenance.

The goal is to enhance the online platform that allows users to search and apply for affordable housing programs. This initiative aims to improve accessibility and user experience for residents seeking housing assistance.

Work Details
The contractor will partner with a City Digital Services team, including a product manager, web app engineer, and UI/UX designer, to support the design, build, and maintenance of a cloud-hosted web product.

Key responsibilities include:
- Continued development of web applications using Agile processes.
- Maintenance of appropriate serving infrastructure utilizing a Salesforce database accessible via APIs.
- Addressing user feedback and improving functionalities based on performance metrics such as application errors, user satisfaction levels, and responsiveness across devices.

Period of Performance
The contract will have an initial term of up to 5 years with an option for the City to extend it for up to 4 additional years, totaling a maximum duration of 9 years.

Place of Performance
The services will be performed primarily in San Francisco; however, remote work is acceptable as most meetings are conducted virtually.

Bidder Requirements
Proposers must demonstrate at least 5 years of experience in relevant services within the last 7 years and must have successfully delivered at least one product serving over 100,000 end users during that time.

Proposals must include completed attachments as specified in the solicitation documents.
