The Monterey Peninsula Community College District (MPC) is a fully accredited California public community college located in Monterey. Work Details
The selected consultant will be expected to:
1. Review physical security measures including doors, locks, lighting, cameras, and emergency exits while evaluating campus characteristics such as enclosed spaces and accessibility of emergency call boxes.
2. Evaluate campus signage for usability by students and first responders.
3. Assess the accuracy of information provided to local police and fire departments for effective response.
4. Analyze the distribution of security resources during operational hours including staffing schedules and response times.
5. Review security staff training programs for effectiveness in de-escalation techniques.
6. Evaluate 'SafeColleges' training programs for clarity in guidelines for faculty and staff not trained as security personnel.
7. Recommend revisions to mechanisms for reporting threatening behavior among students.
8. Assess the Emergency Operations Plan against industry standards and recommend necessary updates.
9. Provide guidance on emergency response drills to improve readiness and effectiveness.
10. Review the Workplace Violence Prevention Plan and recommend improvements to inspection procedures and timelines.
11. Assess safety technology use (e.g., alert systems) and recommend strategies for effective implementation.
12. Review compliance with safety-related policies such as the Clery Act and Title IX while engaging with campus stakeholders through surveys or interviews to develop actionable recommendations.
Period of Performance
The project is anticipated to start on March 11, 2026, with a final report due by May 1, 2026.

The assessment will be conducted across various locations within the Monterey Peninsula Community College District including the Monterey Campus, Marina Campus, Public Safety Training Center in Seaside, and other off-campus locations.
