Motel Voucher Program

Background
The City of Victorville is issuing a Request for Proposals (RFP) for the City Motel Voucher Program (Project #CC25-116). This program aims to provide non-congregate sheltering services to homeless individuals and families through the provision of motel rooms.

The program is administered by the City’s Homelessness Solutions Team and is part of the Encampment Resolution Funding (ERF) Program, which is managed by the California Department of Housing and Community Development.

Work Details
The Contractor will provide non-congregate sheltering (motel rooms) for homeless individuals or families who possess a valid voucher issued by the City’s Homelessness Solutions Team. The services include:
1. Temporary shelter beds (motel rooms) for eligible participants.
2. Utilities such as sewer, trash disposal, water service, electricity, and gas.
3. Security services available 24/7.
4. Amenities including private bathrooms, refrigerators/microwaves, basic cable television, internet access, housekeeping services, and electronic locks with deadbolts.
5. Onsite staff during occupancy and access to common areas of the property.
6. Cooperation with the Homelessness Solutions Manager for processing vouchers and maintaining communication regarding participant needs.

Period of Performance
The duration of each participant's stay will be determined by the City’s Homelessness Solutions Staff and included on the City-issued motel voucher, typically lasting seven (7) days but not exceeding thirty (30) days.

Place of Performance
The services will be performed at designated motels within the City of Victorville.
