Mobile Identification FIngerprint Readers

Background
The El Dorado County Procurement & Contracts Division is seeking bids for the purchase of twenty-seven (27) mobile identification fingerprint readers for use by the El Dorado County Sheriff's Office throughout El Dorado County.
The goal of this contract is to enhance the capabilities of law enforcement in identifying individuals through advanced fingerprint technology.

Work Details
The contractor will provide twenty-seven (27) mobile identification fingerprint readers, which must meet specific product specifications and requirements.
A demonstration unit must be sent in for evaluation purposes.
The products must include all-in-one electronic fingerprint capture/control software and mobile fingerprint scanners with a photo capture module.
They must be listed on the FBI Certified Product List and meet the Next Generation Identification (NGI) Image Quality Specifications (IQS).
Additionally, they should integrate securely with Automated Fingerprint Identification System (AFIS), Next Generation Identification (NGI), and regional 'Rapid ID' / 'RISC' services, using approved interfaces and encryption consistent with criminal justice information security rules.
The solution must support seamless access to cellular towers throughout the county, implement strong device and data security, and include a minimum one-year warranty and support.
Onsite end-user training by the awarded vendor is also required.

Period of Performance
The contract performance period will begin upon award and continue until delivery of products by March 13, 2026.

Place of Performance
The products will be delivered to the El Dorado County Sheriff's Office located at 200 Industrial Road, Placerville, CA 95667.

Bidder Requirements
Bidders must possess a valid California Seller's Permit at the time of bidding.
They are required to provide a full demonstration unit for testing at no charge to the County.
Additionally, bidders must have legal standing to represent their company and enter into purchase contracts.
A local vendor preference credit of 5% will be applied for businesses located within El Dorado County.
