The goal is to engage a Provider or Providers to assist in the negotiation and purchase of both online and traditional media, which includes social media platforms, print, outdoor, radio, and television advertising.

Work Details
The services required under this contract include:
1) Research/Evaluation/Analysis: Collaborate with Port staff to develop strategic planning for paid media placement; create briefs detailing recommended strategies; review new paid media opportunities.
2) Negotiation/Purchase: Negotiate and purchase online and traditional media; verify invoices from media outlets before submission for payment; develop quotes for specific campaigns.
3) Implementation and Specifications: Provide spreadsheets with specifications for all media buys for approval; collaborate with Port staff to ensure timely project completion; review materials prior to submission.
4) Reporting: Track costs and evaluate advertising programs using post-buy evaluation methodologies; submit reports at the end of each campaign along with mid-campaign updates.
5) Invoicing: Invoice separately for insertions within 30 days of publication.
Period of Performance
The contract is expected to commence on September 1, 2026, following the selection process which begins with proposal submissions due by May 27, 2026. The contract will last up to five years.
Place of Performance
Services will be performed primarily in the Portland-Vancouver metropolitan area as the Provider must be based in this geographical region.
Bidder Requirements
Providers must demonstrate a minimum annual billing of $150,000 for advertising placements over the past five years. Additionally, Providers must be located in the Portland-Vancouver metropolitan area.
