Background
The City of Pasadena, California, through its Information Technology Department, is seeking proposals for a Managed Detection and Response (MDR) service. Work Details
The selected vendor will establish a tenant-resident MDR service that includes:

- **Tenant-Resident SOC Operations**: All operations must occur within the City’s Microsoft 365 tenant, ensuring all telemetry, rules, alerts, playbooks, and configurations remain under City ownership.
- **Co-Managed Visibility and Access**: City cybersecurity personnel will have real-time access to data and tools used by the vendor.
- **Detection Engineering and Tuning**: Continuous refinement of detection rules and automated response playbooks tailored to the City’s environment.
- **Incident Response Support**: Deep-dive investigations including root cause analysis on an as-needed basis.
- **Operational Reporting**: Regular reports with actionable insights for improving security posture.
- **Documentation**: Maintain up-to-date documentation of all configurations and provide knowledge transfer to City staff. The initial scope focuses on endpoint protection with future expansion capabilities for identity, network, and infrastructure logs integration.
Period of Performance
The contract period will begin upon award and is expected to last for multiple years as specified in the proposal timeline.
