Background
The City of San Diego, through its Public Utilities Department, is seeking a qualified contractor to provide maintenance and repair services for medium voltage electrical switchgear. Work Details
The contractor will be responsible for the maintenance, cleaning, testing, calibration, and repair of medium voltage switchgears and associated components including vacuum and low voltage air circuit breakers, protective relays, line interrupter switches, transformers, metering devices, and other related equipment. Services must adhere to ANSI/NETA MTS-2019 standards or current standards.
Specific tasks include:
1. Class 1 Breaker Reconditioning involving inspection, disassembly, cleaning, reassembly according to manufacturer specifications, and testing per ANSI standards.
2. Conducting inspections of the contractor's facility by the city’s inspector to evaluate capabilities.
3. Providing written test reports on each piece of equipment serviced within thirty days after completion of work.
4. Ensuring all technicians are certified under ANSI/NETA standards and have at least ten years of experience in electrical testing.
Period of Performance
The contract will last for one year from the effective date with an option for four additional one-year renewals based on performance and city discretion.
Place of Performance
Services will be performed at various locations throughout San Diego including but not limited to: Point Loma Wastewater Treatment Plant, South Bay Water Reclamation Plant, North City Water Reclamation Plant, Metropolitan Biosolids Center, Pump Stations 1-77A.
Bidder Requirements
Bidders must hold a current State of California Class A Contractor License or C-10 Electrical Contractor License. Additionally, bidders must be a NETA accredited company with technicians certified under ANSI/NETA MTS standards. A payment and performance bond equal to 100% of the contract amount is required within ten days of request. Bidders must also attend a mandatory pre-bid conference and site inspections.
