Background
The Orange County Transportation Authority (OCTA) is undertaking a strategic initiative to develop a comprehensive transportation framework, service plan, and capital needs assessment in preparation for the 2028 Summer Olympic and Paralympic Games in Los Angeles. Work Details
The consultant will provide the following services:
1. Project Management including team management, project scheduling, invoicing, and progress monitoring;
2. Needs Assessment & Strategic Framework which includes evaluating current transit services, defining goals and performance criteria, and stakeholder mapping;
3. Comprehensive Service Plan Development focusing on multimodal integration strategies, security perimeter identification, route optimization, service simulation, resource modeling, and staffing plans;
4. Infrastructure & Capital Needs Assessment involving physical infrastructure evaluation and capital needs plan development;
5. Stakeholder Engagement to gather feedback on draft plans;
6. Draft and Final Budget and Funding Plan outlining estimated costs and funding strategies.
Period of Performance
The contract will be performed over a twenty (20)-month term starting from Spring/Summer 2026 with various deliverables due by Fall 2026 through mid-2027.
Place of Performance
The services will be performed primarily in Orange County, California, with specific focus on venues hosting LA28 events.
Bidder Requirements
