Lifeline Foster Youth Program

Background
The California Public Utilities Commission (CPUC) is seeking proposals from qualified bidders to provide all services required to perform the role of the California LifeLine Administrator (Administrator) to qualified foster youth. The California LifeLine program provides discounts to basic landline and wireless telephone services to qualifying low-income residents, including foster youth.

Work Details
The contractor will be responsible for determining the eligibility of foster youth, enrolling, approving, and denying subscribers, operating and monitoring IT systems, providing subscriber service solutions, records and database management, preventing waste, fraud, and abuse of the program, keeping current with state regulations, providing marketing and outreach, and communicating with internal and external stakeholders. The contract will have a base term of two years with the possibility of two one-year extensions.

Period of Performance
The contract will be effective upon written approval by the California Department of Technology (CDT), Statewide Technology Procurement (STP). The base term of the Contract is two years with the option for two one-year extensions.

Place of Performance
The services will be performed in California.
