Library Self-Checkout and RFID Equipment

Background
The County of Mendocino Library seeks to enhance its services by acquiring library self-checkout and RFID equipment. The library serves a community of approximately 89,780 residents across six branches and utilizes a tri-county cooperative system. The goal of this RFP is to establish a contract with qualified vendors for the provision of these systems, which will streamline operations and improve patron experience.

Work Details
The contract includes the provision of RFID solutions that encompass hardware, software, installation, project management, staff training, and ongoing support. Specific requirements include:
- Integration with the Library’s ILS (currently SirsiDynix Horizon) to streamline workflows.
- Compatibility with existing EnvisionWare RFID tags.
- Provision of RFID pads and staff workstation upgrades.
- Ability to scan and read Codabar barcodes and recognize varying lengths of barcode numbers (5 to 14 digits).
- Supply of 180,000 RFID standard square tags.
- Installation of 7 multi-purpose self-service stations that allow patrons to check out materials, manage holds, and perform account functions.

Period of Performance
The contract is expected to be implemented over a three-year period starting from January/February 2026.

Place of Performance
Services will be performed at various locations within Mendocino County, California, specifically at the library branches in Ukiah, Willits, Covelo, Fort Bragg, Point Arena, Laytonville, and via a Bookmobile.

Bidder Requirements
Vendors must demonstrate experience in providing similar services and comply with all applicable federal and state laws. They are required to submit a proposal that includes an executive summary, scope of services, company background, proposal cost plan, letters of reference, insurance coverage certificate, and acknowledgment of receipt of any addenda. Local vendors may claim a 5% preference.
