Lewis Road Mental Health Rehabilitation Center (MHRC) RFP

Background
Ventura County Behavioral Health (VCBH), a division of the County of Ventura Health Care Agency, is seeking proposals from qualified providers experienced in delivering evidence-based, recovery-oriented mental health services in a secure, residential setting.
The goal is to partner with VCBH in the design, development, licensure, and operation of the Lewis Road Mental Health Rehabilitation Center (MHRC), which will have a capacity of thirty-eight (38) beds for conserved adults (18 years and older) with serious mental illnesses and co-occurring disorders.

Work Details
The selected provider will be responsible for:
1. Developing clinical programming that utilizes evidence-based practices and prioritizes care coordination.
2. Providing direct clinical services tailored to three subpopulations: Intensive Treatment (10 beds), Forensics (14 beds), and Recovery (14 beds).
3. Implementing treatment approaches including medication management, individual and group therapy, rehabilitation, peer support, case management, and crisis intervention.
4. Ensuring compliance with California Code of Regulations Title 9 for documentation practices.
5. Conducting discharge planning that begins at admission and includes post-program housing and support services.
6. Maintaining an interdisciplinary staff compliant with staffing requirements set forth by regulations.
7. Engaging in continuous quality improvement processes to enhance service delivery.

Period of Performance
The contract is expected to commence on May 1, 2028, with operations initiated by the contractor following the completion of facility preparations.

Place of Performance
The Lewis Road MHRC will be located at 1732 South Lewis Road, Camarillo, CA 93012.

Bidder Requirements
Bidders must not be listed as ineligible persons on federal exclusion lists (OIG or SAM.gov) and must have active status with the California Secretary of State.
They should demonstrate at least two years of experience providing similar services and disclose any pending charges or convictions related to criminal law or sanctions.
