Description

Contractor shall provide all labor, supplies, tools materials, equipment, travel and incidentals necessary to perform janitorial service, graffiti removal, grounds maintenance and landscape services at the Lester T. (LT) Davis Safety Roadside Rest Area (SRRA) located in Plumas County as described herein. Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Price Quote (IFPQ) #02A2416 for janitorial and grounds maintenance services at the Lester T. Davis Safety Roadside Rest Area (SRRA) located in Plumas County. The goal of this contract is to ensure cleanliness and maintenance of the SRRA, which serves travelers on State Route 70. This contract is authorized under Government Code Section 14838.5, allowing contracts valued between $5,000 and $250,000 to be awarded to certified small businesses, including Micro Businesses and Disabled Veteran Business Enterprises.

Work Details
The contractor shall provide all labor, supplies, tools, materials, equipment, travel, and incidentals necessary to perform the following services:

1. **Janitorial Services**: Cleaning, sanitizing, deodorizing and stocking restroom facilities; cleaning sidewalks; picking up litter; washing tables, benches, drinking fountains, and garbage cans. Restrooms must be checked at least twice every two hours during the workday.

2. **Graffiti Removal**: Remove or cover graffiti from buildings and site within 24 hours of discovery.

3. **Grounds Maintenance**: Sweeping sidewalks and parking areas to remove litter; cleaning picnic tables and benches with soap and disinfectant; transporting all litter and garbage to a public dump site without using a dumpster at the SRRA.

4. **Landscaping Services**: Maintaining weeds and pests as needed; servicing the irrigation system; ensuring no herbicides are used without prior approval.

5. **Tools & Equipment**: Contractor must provide specific tools for maintenance tasks including screwdrivers, wrenches, pliers, a ladder, shovels, rakes, mops, buckets, trash pickers, plumbing snakes etc.

Period of Performance
The contract is expected to commence on August 1, 2025 (estimate) or upon approval by Caltrans. The services shall be provided seven days a week throughout the year except during the winter season from November 1 through April 30 when no services are required.

Place of Performance
The services will be performed at the Lester T. Davis Safety Roadside Rest Area (SRRA), located adjacent to State Route 70 at post mile marker 79.2 in Plumas County.

Bidder Requirements
Bidders must meet several qualifications including being registered with the Department of Industrial Relations (DIR) for Public Works Contractor Registration; registered with the Labor Commissioner’s Office for Janitorial Services Registration; certified as a small business with the Department of General Services (DGS); compliance with prevailing wage requirements if bid exceeds $15,000; and adherence to specific insurance requirements outlined in the Proposed Form of Agreement.
