Legal Advisory Services Related to Real Property Legal Services and Eminent Domain Legal Services

Background
The County of Orange, through its County Counsel, is seeking qualified outside counsel to provide legal advisory services related to real property and eminent domain. The County aims to assist its departments in various legal matters concerning real estate transactions, environmental regulations, and public-private partnerships. The goal is to ensure compliance with applicable laws while effectively managing the County's real property interests.

Work Details
The selected attorneys or law firms will provide a range of legal services including:

1) Real Property Legal Services: advising on real estate transactions, leasing issues, title matters, development financing, public-private partnerships, environmental regulations (including the California Environmental Quality Act), and zoning matters;

2) Eminent Domain Legal Services: providing advisory and litigation support related to property acquisition under eminent domain laws. Specific tasks include preparing legal documents, attending meetings with County staff and the Board of Supervisors, negotiating contracts, and representing the County in hearings and litigation.

Period of Performance
The contract is expected to commence in July 2026 following Board approval in May 2026. The duration of the contract will be determined based on project needs as outlined in individual task orders.

Place of Performance
The services will primarily be performed within Orange County, California.

Bidder Requirements
Respondents must be qualified attorneys or law firms with relevant experience in real property and eminent domain law. They must comply with the County's requirements for Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certifications if applicable. Additionally, they must submit a valid D-U-N-S number prior to contract award.
