Background
The County of San Mateo, specifically the Probation Department, is focused on enhancing its leadership pipeline and management capabilities for both senior and emerging leaders. The mission is to elevate leadership quality through tailored educational and training services that address the adaptive challenges faced by probation leaders.
This Request for Proposal (RFP) aims to partner with an external consultant who has a curriculum certified by the Standards and Training for Corrections (STC) in the last 12 months, providing high-impact learning experiences that develop probation industry leaders.
Work Details
The selected consultant will design and deliver Leadership Development Programs and Executive Coaching services that include innovative techniques to build high-performing teams. The curriculum must be STC certified by the Board of State and Community Corrections (BSCC) within the last year. Key components include:
- Training sessions for up to 35 supervisory and management staff members.
- Coaching for up to 10 executive team members.
- Focus on leadership effectiveness, team development, strategic planning, emotional intelligence, effective communication, adaptability, and more.
- Use of assessment tools, individual coaching, group facilitation, interactive sessions, and practical applications.
- Evaluation through structured feedback processes post-training.
Period of Performance
The contract will have a term of three years starting from July 1, 2026, with an option for renewal for an additional two years.
Place of Performance
Services will be performed within the County of San Mateo.
Bidder Requirements
Bidders must be STC certified or able to obtain certification. They should have at least three years of experience in delivering training to probation or law enforcement agencies. Bidders must also be registered with SAM.gov and provide their Unique Entity ID (UEI). Local businesses may receive preferential points during evaluation.
