Background
The Housing and Community Development Department (HCD) of California, under the Business, Consumer Services and Housing Agency, aims to promote safe, affordable homes and vibrant, inclusive communities for all Californians. HCD values diversity and is committed to fostering an environment where employees from various backgrounds can thrive. The department encourages its leadership team to engage in coaching to enhance their skills and effectively perform their duties. This contract seeks to provide leadership coaching services to develop the capabilities of HCD leaders.

Work Details
The contractor will work directly with HCD's Human Resources Branch (HRB) to implement department-wide leadership coaching. This includes conducting individual professional coaching sessions for approximately 250 HCD leaders as needed. The services will involve various coaching sessions, tools, personality assessments, strength finders, and administering learning and improvement initiatives for leadership development. Additionally, program group facilitation may be requested by HCD leadership.

Period of Performance
The contract term is set for 36 months, starting from July 1, 2025 or upon approval by the Department of General Services (DGS), whichever occurs later.

Place of Performance
The services will be performed at locations designated by the Housing and Community Development Department in California.

Bidder Requirements
Proposers must provide evidence of active certification with the California Secretary of State and submit all required documentation as outlined in Section 5 of the RFP. Coaches assigned must have at least two years of experience in coaching leaders within mid to large-sized organizations. Proposers are required to maintain qualified staff throughout the contract term and provide a certificate of insurance with a minimum coverage of $1 million per occurrence.
