Description

Pursuant to Fish and Game Code Sections 1010 and 1745.1(a), the California Department of Fish and Wildlife (CDFW), serving as an agent of the State of California (STATE), offers this Request for Proposal (RFP) to issue a Permit for Excess Vegetation Disposal (Grazing). The proposed vegetation disposal activity will be conducted with nonexclusive rights on approximately 297 acres of real property known as the South, Triangle, Browns, Jordan Creek, Bush Creek and Lower Lake Pastures, collectively referred to as the Premises, on the Lake Earl Wildlife Area (LEWA), in the County of Del Norte
Background
The California Department of Fish and Wildlife (CDFW), as an agent of the State of California, is issuing a Request for Proposal (RFP) for a Permit for Excess Vegetation Disposal (Grazing) at the Lake Earl Wildlife Area (LEWA). This initiative aims to manage habitat for the Aleutian Canada Goose and Roosevelt Elk, control invasive species, and enhance fire resiliency.

The project will take place on approximately 297 acres of land within LEWA, located in Del Norte County.

Work Details
The successful bidder will conduct vegetation disposal activities on six designated pastures totaling 297 acres. The pastures include:
- South (39 acres, haying only)
- Triangle (30 acres)
- Browns (70 acres)
- Jordan Creek (3 acres)
- Bush Creek (36 acres)
- Lower Lake (119 acres).

Grazing will occur from June 1 to January 31 each year, with specific stubble height requirements: 6-8 inches from June to September, 3-6 inches from October to November, and 1½-3 inches from December to January. The Permittee must manage invasive species such as tansy and scotch broom while ensuring habitat optimization for wildlife. Regular communication with the Permittee regarding operations and maintenance is required by CDFW.

Period of Performance
The contract will commence on November 1, 2025, or upon approval by the State, lasting for four years and five months until March 31, 2030.

Place of Performance
The work will be performed at the Lake Earl Wildlife Area located approximately five miles north of Crescent City in Del Norte County, California.

Bidder Requirements
Bidders must demonstrate at least five years of experience in wildlife-friendly grazing practices on public or conservation easement lands. They are required to provide two references that can attest to their experience with vegetation disposal agreements. Additionally, bidders must confirm their ability to respond to emergencies within two hours during the vegetation disposal period.
