Laboratory Analysis Services for Fish Bioassay, IFB I-2526-15

Background
The Department of Toxic Substances Control (DTSC) is soliciting bids from qualified firms to provide comprehensive laboratory analysis for aquatic bioassay toxicity determination. The goal of this contract is to assist in the investigation and characterization of potential contamination at various sites throughout California, supporting the activities of DTSC's Environmental Chemistry Laboratory (ECL). The contract will be awarded under the authority granted to DTSC by Chapter 6.5 of the Health and Safety Code, with a starting budget of $105,000.00 and a term of four years with an option for a one-year extension.

Work Details
The contractor shall provide personnel, services, materials, and equipment necessary for laboratory sample analysis services. Specific services include conducting fish bioassays (both screening and definitive tests), providing Level IV reports, and ensuring compliance with California Environmental Laboratory Accreditation Program (ELAP) standards. The contractor must demonstrate experience in similar projects and provide detailed descriptions of their capabilities, including resumes for key personnel such as the Laboratory Director and Quality Assurance Officer.

Additionally, bidders must submit evidence of ELAP accreditation and examples of complete raw data report packages for fish bioassay analyses.

Period of Performance
The anticipated contract performance start date is June 17, 2026, with a term of four years and an option for a one-year extension.

Place of Performance
Laboratory analysis services will be performed at DTSC's Environmental Chemistry Laboratories located in Berkeley and Pasadena, California.

Bidder Requirements
Bidders must have all necessary personnel, equipment, materials, and training to comply with the provisions of this IFB throughout the contract duration. They must also provide documentation demonstrating compliance with minimum qualifications outlined in Section 7 of the IFB. Bidders are encouraged to participate in small business preference programs; however, DVBE participation requirements have been waived for this contract.
