Background
The Los Angeles Unified School District (LAUSD) is issuing this Informal Request for Proposals (IRFP# 2022358364) to seek qualified consultants or organizations with expertise in community-based safety, violence prevention, youth development, cross-sector collaboration, and equity-centered systems change.
The goal of the contract is to develop a comprehensive and actionable plan for the expansion of Community-Based Safety Programs across the District, enhancing safety, equity, and community partnerships through strategic program growth.
Work Details
The selected contractor will perform the following tasks:
- Stakeholder Engagement and Collaborative Planning: Design and facilitate a collaborative planning process; conduct interviews, focus groups, listening sessions, and surveys; ensure culturally responsive engagement.
- Program Coherence and Standardization: Develop standardized expectations and accountability structures; align policies across partners.
- Evaluation Framework and Performance Metrics: Create a comprehensive evaluation framework with metrics and reporting mechanisms.
- School-Level Staffing Structures: Recommend staffing standards for safety programs; develop frameworks for Community-Based Safety Teams.
- Program Effectiveness: Monitor effective strategies; document best practices.
- Partnerships Coordination: Recommend deepening partnerships with agencies and organizations.
- Training Protocols: Provide recommendations for training to protect students from ICE activity.
- Communication Plans: Develop messaging plans about safety programs.
- Funding Recommendations: Identify funding opportunities.
- Reporting and Project Management: Provide bi-weekly updates; prepare presentations for Board meetings.
Deliverables include a Stakeholder Engagement Plan, Bi-Weekly Reports, a Districtwide Community-Based Safety Program Expansion Plan with various components including evaluation metrics and partnership strategies, an Implementation Roadmap, Board Presentation Materials, and a Final Report.

Bidder Requirements
Proposers must have a minimum of three years of experience in conducting program evaluations for public sector K–12 entities. Additionally, firms must comply with insurance requirements including Commercial General Liability Insurance ($1 million per occurrence), Business Auto Liability Insurance ($1 million), Workers’ Compensation Insurance as per California law, Errors & Omissions Insurance ($1 million), Cyber Liability Insurance ($1 million), and Abuse & Sexual Molestation coverage ($1 million). Proposers are encouraged to participate as Small Business Enterprises (SBE) or utilize SBE subcontractors.
