INVITATION FOR BID IFB S26-33367 Janitorial/Custodian Services Bell Branch Office

Background
The State of California, through its Health and Human Services Agency's Department of Rehabilitation, is issuing this Invitation for Bid (IFB) S26-33367 for Janitorial/Custodian Services at the Bell Branch Office. The purpose of this contract is to maintain a clean and sanitary working environment in the leased office located at 5140 Florence Avenue, Suite D, Bell, California. The Department aims to solicit bids that comply with their requirements and standards for janitorial services.

Work Details
The contractor will provide comprehensive janitorial/custodian services as outlined in 'Exhibit A.1, Description of Services and Deliverables'. This includes routine cleaning tasks necessary to ensure a hygienic workspace. Bidders must address all services specified in the IFB. The contractor's principal place of business must be within 35 miles of the Bell Branch Office and hold all necessary licenses and permits required by law for the work involved. Additionally, contractors are required to retain current employees from previous contracts for 60 days unless exempted under Labor Code Section 1060.

Period of Performance
The anticipated contract term is from July 1, 2026, or upon approval by the Department of General Services (DGS), whichever is later, through June 30, 2029.

The services will be performed at the Department of Rehabilitation's Bell Branch Office located at 5140 Florence Avenue, Suite D, Bell, California.

Bidder Requirements
Bidders must comply with Disabled Veteran Business Enterprise (DVBE) requirements as part of their submission. They must provide proof of a business license from their city or county at bid opening and ensure they are authorized to conduct business in California. Insurance certificates for Commercial General Liability ($1 million), Automobile Liability (if applicable), and Workers' Compensation ($1 million) are also required at bid opening. Bidders should not have any pending tax delinquencies or debarment issues with federal agencies.
