The California Department of Public Health (CDPH), Environmental Health Laboratory Branch, is seeking bids for analytical testing services to determine the total lead content in paint chips, soil, dust wipes, and drinking water. The contract aims to award a single contract to the most responsive and responsible bidder offering the lowest cost.
Work Details
The contractor will provide analytical testing services for:
1. Total lead content in paint chips
2. Total lead content in soil samples
3. Total lead content in dust wipe samples
4. Total lead content in drinking water samples.
The contractor must comply with industry-recognized methods for testing and ensure reporting limits of no greater than 5 ug/ft2 for surface dust, 10 ug/g for soil, and 10 ug/L for drinking water samples. The total budget for this agreement shall not exceed $215,000.
Period of Performance
The anticipated term of the contract is from July 1, 2026, to June 30, 2029.
Place of Performance
The services will be performed at locations specified by the California Department of Public Health within California.
Bidder Requirements
Bidders must meet the following requirements:
- Provide a minimum of 3% participation from a certified Disabled Veteran Business Enterprise (DVBE) on contracts exceeding $5,000. Bids without this participation will be deemed non-responsive.
- Demonstrate three or more years of experience in environmental lead testing services within the past five years.
- Comply with EPA recognition under the National Lead Laboratory Accreditation Program (NLLAP).
- Provide sample collection materials including sample bags and centrifuge tubes.
