Refer to the Proposed Form of Agreement, Exhibit A, which is attached to this IFB, for a more complete description of services.
Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) 07A6069 for Interactive Remote Video Monitoring Services in Santa Fe Springs, CA. The primary goal is to enhance security through the monitoring of existing cameras at a state facility. This contract aims to ensure continuous surveillance and rapid response capabilities during specified hours.

Work Details
The contractor will provide all labor, tools, materials, equipment, travel, and incidentals necessary to monitor 15 cameras equipped with a talk-down feature. The monitoring schedule includes:
- 12 hours on weekdays from 6:00 p.m. to 6:00 a.m.
- 24 hours on weekends and state holidays.

Additional services include providing independent Internet service for video transmission, weekly reporting, customer support, and training as outlined in the Proposed Form of Agreement, Exhibit A.

Period of Performance
The contract is expected to commence on July 1, 2025, or upon approval by Caltrans, whichever is later. The contract will expire on June 30, 2027.

Place of Performance
Services will be performed at the contractor's monitoring station for Caltrans located at 13230 Firestone Blvd., Santa Fe Springs, CA 90670.

Bidder Requirements
Bidders must possess a valid Alarm Company license from the Bureau of Security and Investigative Services (BSIS) and either a C-7 (Low Voltage Systems Contractor) or C-10 (Electrical Contractor) license issued by the Contractors State License Board (CSLB). Additionally, bidders must be registered with the Department of Industrial Relations (DIR). Participation by certified Small Businesses (SB) or Micro Businesses (MB) is encouraged with a minimum subcontracting requirement of 25% of the net bid price.
