Background
West Basin Municipal Water District (West Basin) is a public agency that provides imported drinking water and recycled water to 17 cities and nearly one million people in the coastal Los Angeles area. The District's mission is to ensure a safe and reliable supply of high-quality water while committing to water reliability, quality, sound financial management, customer service, and environmental stewardship.
West Basin seeks proposals for Investment Management Services to manage its investment portfolio valued at approximately $77 million.
Work Details
The selected investment manager will be responsible for:
- Managing West Basin's investment portfolio daily according to the District's Investment Policy.
- Providing research and options for purchasing and selling securities.
- Assisting with security settlements.
- Serving as a resource for staff on fixed income securities.
- Managing cash flow projections.
- Providing monthly statements compliant with California Government Code and GASB.
- Delivering quarterly investment reports detailing market conditions, strategies, performance, and suggested changes.
- Reviewing current benchmarks and tracking performance.
- Making in-person presentations to the Board of Directors.
- Performing annual investment policy reviews.
- Assisting in evaluating custodial banks for fixed income securities.
- Providing annual estimates of anticipated interest income for budgeting purposes.
Period of Performance
The contract period will commence upon award and is expected to run until March 31, 2026. Proposals are due by that date.
Place of Performance
The services will be performed at the West Basin Municipal Water District headquarters located at 17140 South Avalon Boulevard, Suite 210, Carson, California.
Bidder Requirements
