Background
The County of San Mateo (the 'County' or 'SMC') is located on the San Francisco Peninsula, covering 744 square miles and serving nearly 800,000 residents across 20 incorporated cities. The County's mission is to ensure the health and welfare of its residents while fostering innovation in various sectors including health care, technology, and education.
The County's Health Administration comprises 11 divisions that provide essential health services. This RFP seeks to replace the current Integration Engine, NextGen Connect, with a new solution that allows users to access the Integration Engine through a web-based Software as a Service (SaaS) application.
Work Details
The selected contractor will provide an Integration Engine that enables secure data exchange among Electronic Health Records (EHR) and other third-party applications. Key functionalities include:
1. Subscription to an Integration Engine system for interfacing Health Systems Electronic Medical Records (EMRs) into the SaaS application.
2. Clinical Context View of Patient Record displaying:
- Patient Demographics
- Allergies
- Medications
- Problem List
- Immunizations
- Vitals
- Lab Results
- Progress Notes
- Discharge Summaries
- Procedures
- Orders
- Payer Information
3. Ability to import/export HL7 Reports and Data including HL7v2, v3 messages, CCDA documents, and FHIR conversions.
4. API utilization for data exchange with the Integration Engine.
5. FHIR Data Repository capabilities.
6. On-premise and cloud-based integration options.
Period of Performance
The contract will be performed over a term of three years, with an option for the County to extend for an additional two years at its discretion.

The services will be performed within San Mateo County, California.
Bidder Requirements
Bidders must have implementation experience in California Safety Net public hospitals with Epic EHR. They must also comply with specific insurance requirements including: Comprehensive General Liability ($1M), Motor Vehicle Liability ($1M), Professional Liability ($1M), Cyber Liability ($5M/$1M), and Workers' Compensation as per California law. Additionally, bidders must be registered with SAM.gov.
