Background
The Los Angeles Department of Water and Power (LADWP) is issuing this Industry Notice – Draft Statement of Work (IN-DSOW) to provide early industry awareness regarding a potential future procurement for AI-Enabled Physical Security Modernization and Integration.
The goal is to enhance the physical security infrastructure in preparation for the Los Angeles 2028 Olympic Games (LA28 Games). Work Details
The contractor will evaluate LADWP's existing physical security infrastructure, including the Physical Access Control System (PACS), Video Management System (VMS), and related devices.

1. Conducting comprehensive site surveys and security assessments.
2. Providing technology recommendations for AI-enabled systems.
3. Developing a system integration plan with architecture diagrams.
4. Assisting in the implementation and installation of approved VMS and PACS components.
5. Providing project management, training, documentation, maintenance, and support services for installed systems. Specific deliverables include:

Period of Performance

Bidder Requirements
Contractors must have experience managing large-scale AI-enabled physical security system implementations, particularly in regulated environments requiring strict compliance protocols. They should possess certifications in LenelS2 OnGuard access control and Genetec Security Center Omnicast platforms, be a registered California Professional Engineer in Electrical Engineering, and have a minimum of 10 years of operational experience.
