Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #10A2900 for Inductive Loop Detector Replacement Services in Amador, Alpine, Calaveras, Mariposa, Merced, San Joaquin, Stanislaus, and Tuolumne Counties.

The goal of this contract is to ensure the functionality of traffic signal systems by replacing non-functioning loop detectors and associated components.

Work Details
The contractor shall provide all labor, tools, materials, equipment, travel, work signs, cones and/or traffic control equipment, traffic control flaggers, and incidentals required to sawcut, repair, and/or replace non-functioning loop detectors. This includes replacing pull boxes, pull box covers, and conduit.

The services will be performed on all Caltrans highway rights-of-way and easements in the specified counties. The estimated quantities include various types of loops (Type A or D) across multiple counties with specific counts detailed in the bid proposal section.

Period of Performance
The contract is expected to commence on June 1, 2026 (estimate), or upon approval by Caltrans. The agreement will expire on May 31, 2029 (estimate).

Routine services are to be provided during normal business hours Monday through Friday from 8:00 a.m. to 5:00 p.m., excluding State holidays.

Place of Performance
Services will be performed in Amador, Alpine, Calaveras, Mariposa, Merced, San Joaquin, Stanislaus, and Tuolumne Counties.

Bidder Requirements
Bidders must possess a valid Class A General Engineering Contractor or C-10 Electrical Contractor license issued by the Contractors State Licensing Board (CSLB). Bidders must also have a current registration with the Department of Industrial Relations (DIR).

Additionally, there are requirements for Small Business participation (25% commitment), Disabled Veteran Business Enterprise participation (3%), and adherence to prevailing wage laws if the total bid exceeds $15,000.
