Description

It is the intent of these specifications, terms, and conditions to describe Independent Living Program (ILP) services for eligible youth. ILP shall serve former or current foster care and probation Transition Age Youth (TAY), between their 14th and 21st birthdays, being requested by the County. The County intends to award a three-year contract (with the option to renew for two additional 1-year terms) to the Bidder selected as the most responsible Bidder whose response conforms to the RFP and meets the County's requirements. The Social Service Agency (SSA) invites community-based organizations, public or private sector, for-profit and non-profit agencies with experience providing services to the target population to respond to this Request for Proposal (RFP). Additionally, projects serving TAY and with direct linkages to employers, housing providers, and other organizations are also encouraged to respond. Agency collaborations/partnerships with a lead organization are acceptable if appropriate for service delivery.
Background

The County intends to award a three-year contract with the option to renew for two additional 1-year terms to a responsible Bidder meeting the County’s requirements.
The Social Service Agency (SSA) invites community-based organizations, public or private sector, for-profit and non-profit agencies with experience providing services to the target population to respond to this Request for Proposal (RFP).

Work Details
The scope of work includes providing core services to individuals between their 14th and 21st birthdays, who are ILP eligible, current foster care, or probation TAY living in Alameda County. The Contractor must also support former foster youth between ages 21 and 26 years of age with accessing certain post-foster care benefits. The services include coaching, case management, practical experience, and recruitment, engagement and retention services.
The Contractor must tailor services to meet age-appropriate developmental needs of all youth and provide staffing to invite and support in-person services at the ILP office at 675 Hegenberger Road, Oakland. Additionally, the Contractor must have demonstrated experience providing relevant services to a diverse population.

Period of Performance
The contract will have a three-year initial term with the option to renew for two additional 1-year terms. The period of performance will start on June 10, 2024.

Place of Performance
The services will be performed at Alameda County’s ILP office at 675 Hegenberger Road, Oakland.
