Description

The County of Riverside is seeking proposals for the provision of an Incarcerated Person Health Monitoring and Management System. The work under this contract involves supplying a real-time health vitals monitoring system, including wearable monitoring devices, to enhance the health monitoring and management of incarcerated individuals within county-operated adult correctional facilities. The system must enable continuous biometric tracking to improve the care and safety of medically at-risk inmates and facilitate faster response times to medical incidents. The devices are required to detect potential risks such as medical complications during detoxification, drug overdoses, acute behavioral disturbances, positional or restraint-related asphyxia, falls, and pre-existing medical conditions. Devices must be wearable, capable of continuous monitoring, and constructed from tamper-resistant, non-breakable materials to prevent self-harm or misuse. Additionally, the devices must include sensors to detect tampering or breakage and remain trackable if removed from the individual. The County of Riverside Purchasing Department is issuing this solicitation on behalf of the Riverside County Sheriff's Office (RSO) - Corrections Administrative Services Division. RSO is the fourth largest sheriff's office in California, covering 7,300 square miles, and operates five adult correctional facilities housing over 3,900 incarcerated individuals. Currently, nurses conduct routine health screenings at each jail, but RSO seeks to enhance medical oversight through the implementation of this real-time monitoring system. Proposals must address all requirements outlined in the solicitation, including the provision of wearable, tamper-resistant, and continuously monitoring devices, as well as the ability to detect and report tampering or removal. Interested and qualified vendors are invited to submit their proposals in accordance with the instructions and requirements detailed in the solicitation document.
