IFPQ Fuel Tank & Structure Painting, Gate Replacement, San Diego

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Price Quote (IFPQ) #11A4106 for the purpose of acquiring construction services related to the painting of fuel tanks and the installation of security gates at Caltrans-owned properties in San Diego County.
This contract aims to enhance the safety and aesthetic quality of state infrastructure, ensuring compliance with prevailing wage laws and supporting small businesses.

Work Details
The contractor will provide all necessary equipment, materials, labor, and incidentals to prepare surfaces and apply paint coatings to the exterior of fuel tanks. Specific tasks include:
1. Cleaning, priming, and painting:
- One (1) 10,000-gallon diesel fuel tank with four (4) dispensers.
- One (1) 10,000-gallon unleaded fuel tank with four (4) dispensers.
- One (1) 5,000-gallon E85 fuel tank with one (1) dispenser.
- 83 bollards, each measuring four (4) feet in height and six and three-quarters (6 ¾) inches in diameter.
- Four (4) sets of stairs.
2. Furnishing and installing two swing gates at Kearny Maintenance Station as per specifications outlined in the Proposed Form of Agreement.

Period of Performance
The contract is expected to commence on June 1, 2025, or upon approval by Caltrans, whichever is later.
The estimated expiration date for the contract is March 31, 2026.

Place of Performance
All work will be performed at Kearny Mesa Maintenance Station located at 7181 Opportunity Road, San Diego, CA 92111.

Bidder Requirements
Bidders must be certified as a Small Business (SB), Micro Business (MB), or Disabled Veteran Business Enterprise (DVBE).
Additionally, bidders must possess a valid Contractor's State License Board (CSLB) license appropriate for the work being undertaken and must be registered with the Department of Industrial Relations (DIR).
A Payment Bond will be required if the bid exceeds $25,000.
