Description

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Price Quote (IFPQ) for Concrete Work and General Building Repair at the Kyburz Maintenance Station in El Dorado County. The purpose of this contract is to provide necessary construction services to maintain and repair state facilities, ensuring they meet operational standards. This solicitation is authorized under Government Code Section 14838.7, which allows for contracts valued between $5,000 and $484,000 to be awarded to certified small businesses, including micro businesses and Disabled Veteran Business Enterprises.

Work Details
The contractor will provide all labor, materials, parts, supplies, equipment, tools, licenses, permits, travel, disposal, and incidentals necessary for the following tasks:

1) Construct a new concrete wall for approximately 180 lineal feet interior and 50 lineal feet exterior;
2) Patch cracks and holes on the exterior of the Concrete Masonry Unit (CMU) wall;
3) Apply waterproofing sealant to interior and exterior walls;
4) Prepare and paint the exterior of the building;
5) Remove and replace approximately three cubic yards of existing concrete slab at the shed entrance;
6) Encase the bottom four feet of ten steel columns;
7) Provide six new bollards;
8) Install new lights in the sand storage area;
9) Dispose of lead materials at a licensed facility;
10) Dispose of asbestos materials at a licensed facility;
11) Remove lead materials or other surfaces as necessary.

The contractor must also develop lead and asbestos abatement plans due to hazardous materials present on site.

Period of Performance
The contract is expected to commence on June 15, 2026 (estimate), or upon approval by Caltrans. The work must be completed by September 30, 2026 (estimate).

Place of Performance
The services will be performed at the Kyburz Maintenance Station located at 13561 El Dorado Fwy, Kyburz, CA 95720.

Bidder Requirements
Bidders must possess a current Class B-General Building Contractor license issued by the California Contractors State Licensing Board (CSLB). If performing asbestos work, a C-22 Asbestos Abatement license is required. Bidders must also have valid registrations for hazardous waste transport and hazardous materials handling. Additionally, bidders must be certified small businesses or micro businesses for public works purposes. A non-collusion declaration must be submitted with bids.
