Background
The California Department of Transportation (Caltrans) is seeking a contractor to provide boiler replacement services at their District 8 Office located in Fontana, CA. This contract is part of the agency's mission to maintain and improve state infrastructure. The goal is to replace an existing boiler with a new unit, ensuring compliance with safety and operational standards.

Work Details
The contractor shall furnish all labor, tools, equipment, parts, materials, supplies, permits, travel, and incidentals necessary for the boiler replacement services. Specific tasks include:

1) Removing and legally disposing of the existing boiler and associated components;
2) Furnishing and installing one new boiler (similar to Parker Boiler Model G2304RL or equivalent);
3) Ensuring all work complies with applicable regulations including CAL-OSHA standards;
4) Conducting safety checks and tuning the burner to local regulations;
5) Submitting specifications for any proposed equivalent equipment for approval prior to purchase.

Bidder Requirements
Bidders must possess a current C-4 (Boiler, Hot Water Heating and Steam Fitting Contractor) license issued by the California Contractors State Licensing Board (CSLB) and be registered with the Department of Industrial Relations (DIR). Additionally, bidders must comply with prevailing wage laws if the total bid exceeds $15,000. The contract prohibits subcontracting. Bidders are also required to submit a non-collusion declaration and certifications related to California Civil Rights Laws and the Darfur Contracting Act.
