Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #10A2792 for unarmed security guard services in Stockton, CA. The agency's mission is to provide a safe and efficient transportation system. The goal of this contract is to ensure the security of its facilities through professional guard services.

Work Details
The contractor shall furnish all labor, tools, equipment, travel, materials, supplies, and incidentals necessary to provide unarmed security guard services to Caltrans. Services will be performed at Caltrans District 10 offices located at three addresses in Stockton, CA.

The contractor must maintain a pool of licensed guards trained to follow Caltrans policies. Specific duties include monitoring entry and exit points, inspecting identification cards, preparing visitor passes, restricting access to authorized personnel only, interacting with the public for routine inquiries, and ensuring facility security by inspecting premises. Guards will work 24/7 including holidays with specific shift schedules outlined in the agreement.

Period of Performance
The contract is expected to commence on December 1, 2025, and expire on November 30, 2028.

Bidder Requirements
Bidders must possess a current Private Patrol Operator’s license from the California Department of Consumer Affairs. All employees assigned must be registered as Security Guards with the Bureau of Security and Investigative Services (BSIS). Bidders are encouraged to participate in small business programs and must comply with wage requirements as per Government Code §19134.
