IFB Solid Waste (Trash and Garbage) Removal, Disposal, and Recycling Services in Sacramento County

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #22A1296 for Solid Waste (Trash and Garbage) Removal, Disposal, and Recycling Services in Sacramento County. The goal of this contract is to ensure the safe and efficient removal of non-hazardous solid waste and recyclable materials from various Caltrans locations, thereby supporting the agency's mission to maintain clean and sustainable environments.

Work Details
The contractor will provide all labor, tools, vehicles, supplies, materials, equipment, travel, trash bins, and cover all associated costs necessary for trash collection, hauling, disposal, and recycling services. Specific tasks include:

1) Safe removal of non-hazardous solid waste from designated Caltrans locations;
2) Hauling away and legal disposal of waste at authorized landfills;
3) Collection of recyclable materials including mixed recyclables and organic materials;
4) Compliance with all relevant laws regarding waste management;
5) Maintenance of cleanliness in container areas post-collection;
6) Provision of containers ranging from 0.8 to 40 cubic yards at specified locations;
7) Regular pick-up schedules as outlined for each location;
8) Immediate notification to Caltrans if hazardous waste is encountered.

The contract prohibits subcontracting.

Period of Performance
The contract is expected to commence on July 15, 2025 (estimate), or upon approval by the Department of General Services (DGS), whichever is later. The agreement will expire on July 14, 2027 (estimate). Services will be provided during working hours from 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays.

Place of Performance
Services will be performed at various Caltrans locations within Sacramento County including but not limited to:

- 1500 5th Street, Sacramento CA;
- 2379 Gateway Oaks, Sacramento CA;
- Multiple dockside collection points such as Caltrans Headquarters at 1120 N Street.

Bidder Requirements
Bidders must possess a valid Motor Carrier Permit issued by the California DMV at the time of bid submission. Additionally, bidders are encouraged to participate in small business programs with a goal of at least twenty-five percent (25%) participation by certified small businesses or micro businesses. Insurance requirements must be met as outlined in the Proposed Form of Agreement.
