IFB SD#24-00011 Blind Cane Tapping Training Services

Background
The California Department of Corrections and Rehabilitation (CDCR), specifically the California Correctional Health Care Services (CCHCS), is seeking a contractor to provide Blind Cane Tapping Training Services. This initiative aims to enhance the mobility and independence of impaired incarcerated individuals at the California State Prison – Los Angeles County (LAC). The goal is to ensure that these individuals receive proper training in using blind tapping canes, thereby improving their quality of life and ability to navigate their environment safely.

Work Details
The Contractor will provide comprehensive Blind Cane Tapping Training Services, which include:

1. Conducting an initial assessment to determine the ambulatory abilities of incarcerated persons.

2. Delivering training sessions based on the assessment results, ensuring that each individual receives the required number of sessions for effective learning.

3. Offering Cognitive Skills Training for newly blind adults, covering essential skills for community living such as magnification techniques, organization skills, time management, and personal hygiene.

4. Providing a detailed report that includes the initial assessment findings, visit notes, final evaluations, and documentation of improvements in ambulatory skills.

5. Completing Effective Communication documentation to ensure appropriate accommodations for vision-impaired individuals during training.

Period of Performance
The contract will commence on January 1, 2025, or upon approval (whichever is later), and will continue through December 31, 2027.

Place of Performance
The services will be performed at California State Prison – Los Angeles County (LAC), located at 44750 60th Street West, Lancaster, CA 93536.
