IFB Rented Portable Restroom, San Bernardino & Riverside Counties

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #08A3834 for the rental and maintenance of portable restrooms in San Bernardino and Riverside Counties. The goal of this contract is to provide accessible restroom facilities to the public, ensuring cleanliness and availability at designated roadside rest areas. This initiative aligns with Caltrans' commitment to maintaining safe and accessible transportation facilities for all users.

Work Details
The contractor will provide rental, delivery, setup, maintenance, pumping, and disposal services for 450 handicap accessible rented portable restrooms with sinks. Specific tasks include:

1. Delivery and installation of 450 handicap accessible portable restrooms at designated locations including Desert Oasis SRRA, Valley Wells SRRA, John Wilkie (Fenner) SRRA, CV Kane SRRA, and Wiley’s Well SRRA.

2. Regular servicing every other day including pumping out septic tanks and cleaning the units.

3. On-call services as needed within 8 hours of notification from Caltrans.

4. Maintenance includes supplying toilet tissue, soap, paper towels, deodorant blocks, and ensuring units are properly cleaned and stocked.

5. Annual steam cleaning or replacement of units at no additional cost to Caltrans.

6. Update service logs indicating servicing dates and times.

Period of Performance
The contract is expected to commence on July 1, 2025, or upon approval by the Department of General Services (DGS), whichever is later. The contract will expire on June 30, 2028.

Place of Performance
Services will be performed at various locations in San Bernardino and Riverside Counties including Desert Oasis SRRA (State Route 040), Valley Wells SRRA (State Route 015), John Wilkie (Fenner) SRRA (State Route 40), CV Kane SRRA (Interstate 015), and Wiley’s Well SRRA (Interstate 10).

Bidder Requirements
Bidders must possess a valid Motor Carrier Permit issued by the California Department of Motor Vehicles at the time of bid submission. Additionally, bidders are encouraged to participate in small business programs; certified Small Businesses (SB) or Micro Businesses (MB) may receive a preference in bidding. While Disabled Veteran Business Enterprise (DVBE) participation is not required, it is encouraged with applicable incentives.
