Background
The California Department of Fish and Wildlife (CDFW) Conserved Lands Program is seeking a Contractor to conduct soil and water tests at a legacy dumpsite located at Hallelujah Junction Wildlife Area. The site was partially remediated in September 2024, with 134 tons of material removed. Work was halted due to safety concerns and the discovery that waste extended deeper than initially estimated. The goal of this contract is to verify that no hazardous materials have leached into the soil or adjacent waterways.
Work Details
The Contractor will provide soil testing services as specified in the agreement. This includes conducting environmental testing of soil and water samples collected by CDFW staff, with technical oversight and sampling tools provided by the Contractor. The Contractor will analyze samples for hazardous materials, including heavy metals, volatile organic compounds (VOCs), semivolatile organic compounds (SVOCs), total petroleum hydrocarbons (TPH), polychlorinated biphenyls (PCBs), and per- and polyfluoroalkyl substances (PFAS).
Specific tasks include:
1. Technical Support for Environmental Sampling: Providing sample containers, sampling tools, and technical assistance for proper sampling methods according to EPA protocols.
2. Environmental Testing: Testing samples against target thresholds defined by Tier 1 Environmental Screening Levels or Title 22 Hazardous Waste Criteria.
3. Sample Retention: Retaining samples for sixty days from receipt.
4. Reporting: Submitting a comprehensive report detailing sampling conditions, results, and any exceedances of target thresholds.
Period of Performance
The contract will commence upon approval by the Department of General Services (DGS) and will continue through June 30, 2027.
Place of Performance
The services will be performed at Hallelujah Junction Wildlife Area, California.
