IFB Non-Routine and Routine Electrical Services in Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma Counties

Background
The California State Transportation Agency, under the leadership of Governor Gavin Newsom, is issuing this Invitation for Bid (IFB) #04A7522 for Non-Routine and Routine Electrical Services. This contract aims to support the California Department of Transportation (Caltrans) in maintaining and repairing electrical systems across multiple counties including Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma. The goal is to ensure reliable electrical service for Caltrans facilities.

Work Details
The contractor will provide all labor, equipment, tools, materials, work signs, traffic control, travel, and incidentals necessary for routine and non-routine electrical services. Specific tasks include:

1) Testing of 12kV circuit breakers;
2) Testing of 12kV transformers;
3) Routine preventive maintenance for switchgear;
4) Thermal imaging scans for switchgear;
5) Documentation and lock-out/tag-out stations;
6) Providing switchboard rubber matting;
7) Boat access to substations;
8) High voltage electrical training courses;
9) Non-routine repairs not associated with preventive maintenance;
10) Providing spare circuit breakers and transformers;
11) Traffic control services; and
12) Purchasing thermal imaging cameras (Fluke Ti32 or better).

All work must comply with the standards outlined in STD 213 and Exhibit A of the Proposed Form of Agreement.

Period of Performance
The contract period will commence upon award and will continue as specified in the agreement terms. The estimated timeline includes key dates such as bid submission by April 16, 2026.

Place of Performance
Services will be performed in various locations across Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma Counties.

Bidder Requirements
Bidders must possess a valid registration with the Department of Industrial Relations (DIR), a current C-10 Electrical Contractor license and C31 Construction Zone Traffic Control license issued by the Contractors State License Board (CSLB). Bidders are encouraged to meet the Small Business participation goal of at least twenty-five percent (25%) and comply with Disabled Veteran Business Enterprise (DVBE) participation requirements of five percent (5%). All bids must include required documents such as Bid/Bidder Certification Sheet and quotes from subcontractors.
