Background

Work Details
The contractor will provide Title and Escrow services including:

1) Quick and timely preliminary reports on multiple parcels associated with transportation projects;
2) Escrow services for a varying number of parcels based on project alignment;
3) Title searches that may require in-person searches at the county recorder’s office;
4) Services related to partial acquisitions requiring reconveyance;
5) Handling various types of deeds such as grants, easements, and quitclaim deeds;
6) Expedited Title Reports or Litigation Guarantees as needed;
7) Document preparation, signing, electronic recording, and disbursement services.

Specific estimated quantities include:

- 35 Preliminary Title Reports
- 20 Title Record Searches
- 5 Statements of Record Ownership Charges
- Various fees for document handling.

Period of Performance
The contract will commence upon execution and is expected to be performed as needed over the duration of the transportation projects, typically within a timeframe of 30 to 90 days per escrow service initiated.

Bidder Requirements
Bidders must possess a valid Title and Escrow license issued by the California Department of Insurance at the time of bid submission. They must also comply with the State’s Small Business participation goal of 25%. While DVBE participation is encouraged, it is not mandatory. Bidders are required to submit all necessary documents as outlined in the IFB.
